This imagined scene commemorates key civilian leaders of Britain and the British Empire during the First World War. It presents the premiers of Australia, Canada, Newfoundland and New Zealand alongside the prime ministers, foreign secretaries, secretaries of war, and first lords of the admiralty of Britain. It includes the Maharajah of Bikaner, the only Indian signatory of the 1919 Treaty of Versailles. Until 1939, the First World War was commonly referred to as the 'great' war, to reflect its scale and devastating impact. James Guthrie made individual studies of all the statesmen except Lord Kitchener, who was killed in 1916. They are overshadowed by a statue of the winged goddess Nike (now at the Louvre), as a symbol of victory.
