This painting is attributed either to the Flemish artist Marcus Gheeraerts the Younger or to Isaac Oliver.
It's called the Rainbow portrait as the rainbow in her hand bears the inscription "Non sine sole iris" (No rainbow without the sun), signifying that only the Queen's wisdom and power (the sun) can bring peace (the rainbow) to her realm.
